Did you try one of the big torrent clients like Vuze or u Torrent?
If that doesn't work, do you have some ports blocked on your ubuntu system that isn't blocked in Windows?
In other words, the CBL only lists IPs that have attempted email connections to one of our servers in such a way as to indicate that the sending IP is infected with a spam-sending virus or worm, acting as a open proxy for the sending of spam, OR, IPs primarily used in the operation of botnets The CBL does NO probes.
The CBL does NOT attempt to associate IP addresses to persons or organizations, and furthermore, a CBL listing should NOT be construed as accusing anyone of spamming - virtually all listees are the victims of a virus or other compromise, not deliberately spamming.
I would encrypt transmission and enable in the connection tab the last checkbox that says something about discovering local pairs.
I will also give you my personal opinion to install Ubuntu 13.10 and not just stick to Ubuntu 12.10 as you are quite behind and transmission gets updated :) PS: Always get the latest stable release as LTS and previous versions are for Enterprises and not Home users.
WARNING The CBL expects you to resolve the problem, preferably before you do a delisting.
If you simply delist without resolving the problem, it will almost certainly list again. The CBL takes its source data from very large mail server (SMTP) installations.

After my upgrade from Ubuntu 12.04 LTS to 12.10, Transmission won't download from an anti-leech tracker (ALT). I had Transmission running for as long as 10 hours and no success.
